The 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) was successfully convened by the Asia-Pacific Telecommunity (APT) from 15 to 19 September 2025 in Bangkok, Thailand.
The meeting was attended by 211 participants, including 115 in-person attendees, comprising representatives from APT Members, Affiliate Members, and International and Regional Organisations. The active and diverse participation highlighted the strong regional commitment to ensuring a coordinated and effective contribution to the World Telecommunication Development Conference 2025 (WTDC-25).
The meeting considered a total of twenty-seven (27) input contributions including a draft Regional Initiatives that was adopted at the APT WTDC25-3. Following in-depth discussion, the meeting successfully developed thirty (30) Preliminary APT Common Proposals (PACPs) while reaffirming eleven (11) PACPs that were considered at APT WTDC25-4. In addition, the meeting also developed one (1) APT Position.

- The APT Position cover following area:
- ITU’s Work on Topics Related to Sustainable Development and Assisting Persons in Vulnerable Situations.
The meeting produced the above PACPs which will e circulated to all APT Members, with a view to securing formal endorsement and for onward submission to the WTDC-25 for consideration.
The meeting also discussed nomination of focal points (Leading/Assisting Countries) and APT Coordination activities during WTDC-25 including the APT WTDC-25 Coordination Portal.
