15 – 19 September 2025, Bangkok, Thailand. The 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) was successfully convened by the Asia-Pacific Telecommunity (APT) from 15 to 19 September 2025 in Bangkok, Thailand. The meeting was attended by 211 participants, including 115 in-person attendees, comprising representatives from APT Members, Affiliate Members, and International and Regional Organisations. The active and diverse participation highlighted the strong regional commitment to ensuring a coordinated and effective contribution to the World Telecommunication Development Conference 2025 (WTDC-25). The meeting considered a total of twenty-seven (27) input contributions including a draft Regional Initiatives that was adopted at the APT WTDC25-3. Following in-depth discussion, the meeting successfully developed thirty (30) Preliminary APT Common Proposals (PACPs) while reaffirming eleven (11) PACPs that were considered at APT WTDC25-4. In addition, the meeting also developed one (1) APT Position. The meeting produced the above  PACPs which will e circulated to all APT Members, with a view to securing formal endorsement and for onward submission to the WTDC-25 for consideration. The meeting also discussed nomination of focal points (Leading/Assisting Countries) and APT Coordination activities during WTDC-25 including the APT WTDC-25 Coordination Portal. 14 – 18 July 2025, Pattaya, ThailandThe 4th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-4) was successfully convened by the Asia-Pacific Telecommunity (APT) from 14 to 18 July 2025 in Pattaya, Thailand. The meeting was attended by 170 participants, including 88 in-person attendees, comprising representatives from APT Members, Affiliate Members, International and Regional Organisations, and other relevant stakeholders. The active and diverse participation highlighted the strong regional commitment to ensuring a coordinated and effective contribution to the World Telecommunication Development Conference 2025 (WTDC-25). In view of the vacant position of Chair of Working Group 1, the meeting unanimously elected Mr. Sandeep Kumar Gupta (India), currently serving as the Vice-Chair, to serve as the Chair of Working Group 1. The meeting considered a total of thirty-three (33) input contributions and, following in-depth discussion, developed fifteen (15) draft Preliminary APT Common Proposals (PACP). These proposals aim to advance the region’s priorities and strategic objectives for WTDC-25. The draft PACPs cover the following areas: • Baku Action Plan • Baku Declaration 2025 • Resolutions: 10, 11, 34, 55, 63, 64, 66, 67, 77, 82, 84, 85, and 89 In addition, the meeting agreed to carry forward the following seven (7) draft/candidate PACPs for further discussion at the next meeting: • Resolutions: 9, 16, 37, 45, 58, 62, and 69 The meeting also reviewed the updated Work Plan for 2025 and discussed preparations for the next phase of activities leading up to the WTDC-25 in Baku, Azerbaijan. The upcoming 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) is scheduled to take place from 15 to 19 September 2025 in Bangkok, Thailand. The Secretary General of the APT extended sincere appreciation to all delegates for their valuable contributions and continued commitment to regional collaboration. The outcomes of APT WTDC25-4 marked another important step toward a successful and impactful regional contribution toward the WTDC-25.

The 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3) 17 – 18 March 2025, Bangkok, ThailandThe 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3) was organised by Asia-Pacific Telecommunity (APT), from 17 to 18 March 2025 in Bangkok, Thailand and hosted by the Office of The National Broadcasting and Telecommunication Commission (NBTC) of Thailand. Over 200 participants (144 in-person), including representatives from APT Members, Affiliate Members, and International and Regional organizations attended the meeting. The meeting was inaugurated by Clinical Professor Dr. Sarana Boonbaichaiyapruck, Chairman of NBTC, Thailand. The meeting elected Ms. Wang Ke (People’s Republic of China), Mr. Avinash Agarwal (Republic of India), Ms. Yuki Naruse (Japan), Ms. Mina Seonmin Jun (Republic of Korea) and Mr. Nguyen Quy Quyen (Socialist Republic of Viet Nam) as the Vice-Chairs of APT WTDC-25. The meeting considered and discussed thirty-four (34) input contributions. As a result, two (2) APT Views were developed, reflecting the collective efforts and shared perspectives of the members. APT View on Draft ASP Regional Initiatives was submitted to the ITU-Regional Preparatory Meeting (RPM) for further deliberation. The APT WTDC25-3 was organised back-to-back with ITU Regional Development Forum (RDF) held on 19 March 2025 and ITU Regional Preparatory Meeting (RPM) Asia and the Pacific held from 20 to 21 March 2025 at the same venue, primarily to leverage and coordinate efforts in discussing Regional Initiatives and related matters.  The meeting also reviewed the Work Plan for the upcoming preparatory meetings in 2025.
